The Madhya Pradesh government has taken a significant step towards the implementation of a Uniform Civil Code (UCC) by forming a high-level committee to study the feasibility of introducing a common set of personal laws in the state. This move, in line with the BJP's national agenda, aims to streamline laws governing marriage, divorce, inheritance, and adoption.
Chief Minister Mohan Yadav has instructed officials to draft a bill within six months, with a target to enact the legislation by Diwali this year. The committee, chaired by former Supreme Court Judge Ranjana Prasad Desai, comprises experts from various fields, including legal, administrative, and social work.
The committee's mandate includes a comprehensive review of existing personal laws in Madhya Pradesh and an examination of successful models adopted by states like Uttarakhand and Gujarat. It aims to propose a practical and balanced legal framework for a Uniform Civil Code, considering the state's social, cultural, and economic context.
Furthermore, the committee will engage with stakeholders, including the general public, social and religious organizations, legal experts, and academicians, to ensure broad participation and gather diverse perspectives on the proposed legislation.
Special attention will be given to safeguarding the rights of women and children, as well as addressing the legal implications of live-in relationships. The committee will assess potential measures to regulate and register such relationships, aiming to minimize future complications and promote legal clarity.
Despite the government's proactive stance on the UCC, the proposal has faced resistance from tribal groups and opposition parties. With over 21% of Madhya Pradesh's population belonging to Scheduled Tribes, concerns have been raised regarding the potential impact on customary practices and self-governance systems.
