Parliamentary Committee Urges India to Elevate Arctic Engagement

The Parliamentary committee on External Affairs has put forth a series of recommendations aimed at enhancing India's involvement in the Arctic region. One of the key suggestions is the appointment of a dedicated Polar Ambassador to represent the country's interests in the polar areas.

The committee emphasized the importance of seeking "full-fledged membership" of the Arctic Council, a group consisting of eight nations with territorial presence in the region. Currently, India holds observer status in the council, which limits its decision-making powers and research capabilities in the area.

With a focus on expanding India's footprint in the Arctic, the committee underscored the need for diplomatic efforts to secure Russia's participation in scientific endeavors in the region. This move comes against the backdrop of disrupted research activities following geopolitical tensions.

The committee also urged the government to explore opportunities for collaboration with Russian Arctic Research Stations to bolster India's understanding of the Arctic ecosystem. Notably, the Arctic research station in Chersky, Siberia, is highlighted as a crucial site for studying permafrost and conducting research in various scientific disciplines.

In a bid to enhance India's representation of the Global South, the committee recommended the adoption of a comprehensive strategy. This includes fostering closer ties with fellow Asian observers in the Arctic Council such as Japan, South Korea, and Singapore through a quadrilateral agreement.

Furthermore, the committee proposed expanding India's Arctic policy beyond scientific research to encompass geopolitical and strategic considerations. It emphasized the importance of engaging in diplomatic dialogues on mineral extraction and critical resources in the region, aligning with the practices of other Arctic nations.
